Don't know if KitKat fixed any data leaks but an easy way to avoid that is
keep your data turned off when not using it. When I first got my S4 I
checked my data usage and noticed YouTube was one of the apps using data.
Only problem is I had never been on YouTube with this phone up to that
point. It became clear to me that apps, even one's you don't use leak
background data when data is turned on. Turned data off except for when I
need it and problem solved.

You can also go to menu> data usage> hit menu key while in that screen. Then when pop up window comes up you can select the option to restrict background data.

Best confirmation I have had so far. I asked @VZWSupport if they were releasing kitkat for galaxy phones tomorrow. They replied to me today that they anticipate updates as well and asked what model phone I had. I replied s4 mini. Will let you know what. They say

Hopefully it is legit since it came from VZWSupport and will include a KitKat update for the Samsung Galaxy Note 3.
