Odd display on Android phone

Today my wife received a call on her Android phone from number 331-204-****.  She did not answer.  However on the phone there was a display that said potential fraud, a picture of a dial with a needle to the right on a red zone and the words risk level.

We have received several phone calls from unknown numbers and rarely answer them (only when we know a family member may actually be travelling in that are).  This is the first time we have seen such a display and are not sure what generated it or why it came up.  She has not downloaded or installed any apps or system update in quite a while.  Can anyone explain the display?  Thanks.
