So, who handles your non-verizon N6 updates?

Google if he bought it from Motorola, or Google.
If he got it from T-Mobile then it will be Google from my understanding
Sprint, Verizon, and AT&T with the way Google words their policies will be their respective carriers.

Mine works on AT&T, because I refuse to support a company that does not
offer what I want to purchase.
Google handles all updates, but they allow the carrier to determine when
their phones will recieve the update. This appears to be done based on the
Sim Card in the Nexus 6.
So, it doesn't matter where you purchase your Nexus 6, if you use a Verizon
Sim then Verizon has a say in when your phone gets updated.

Technically, it's from the manufacturer, and/or Google.
Here's the text of their update policy.
"Nexus 4, Nexus 5, Nexus 6, Nexus 7, Nexus 9, and Nexus 10 devices receive
the latest version of Android directly from Google. Once an update is
available, it can take up to two weeks for it to reach your device. Based
on your carrier, it may take longer than two weeks after release to get an
update."
"Updates to Google Play edition devices are managed by the device
manufacturers, not by Google. Google works closely with the manufacturers
to provide system updates shortly after a new version is released. Once an
update is available, it can take up to two weeks for it to reach your
device. Based on your carrier, it may take longer than two weeks after
release to get an update."
It's never from the carrier, but based on your carrier it can take longer.
It doesn't matter if you purchased it from Google, Motorola, or Verizon,
Verizon gets a say in when your Nexus phone gets updated.

Nope. I no longer have an account with Verizon. I took my business
elsewhere.

There's a REASON why it takes longer based on your carrier... If you can't figure out why I am sorry. If Google did everything and pushed the updates they wouldn't need that.

Google says they provide the updates, and you have proof that they are
lying?

Furthermore, Google Play Editions can not be purchased through the carrier.
They can only be purchased through Google's Play Store.
The updates to Google Play Editions can be delayed based on carrier.
