Can the main person on an account control the apps, etc that the other users on the account have on thier phone? I have a Pantech Marauder if that helps at all.

No, the apps have nothing to do do with Verizon, they are tied in to the Gmail account that is associated with the phone.

Perhaps you could use something like Smart Applock or some other parental control program. Do a little research in the PlayStore / Market and you might find something to fit your needs.
