If I go to App Manager and look at Google Play Services, the buttons for Disable, Force Stop and unintall Updates are all greyed out. Does not appear as if it is possible to disable them.
For what it's worth, doing the same for Google Play Store shows those three buttons live and ready.
Unfortunately, it's starting to sound as if a factory reset may be in order.
