I received a voicemail from a blocked call (scam call)..can I delete the message before I listen to it?

I received a call from area code 866 blocked the number but received a voice mail message that is not in English.  First, why was a voice mail allowed to be completed; Second, can I delete the message before I listen to it?

You can press "7" at any point during playback to erase the message, and avoid listening to the whole thing.
