I have Message+ as default. But neither Message+ nor Hangouts will send or receive text messages.

There is a separate Google Messenger app that is supposed to a SMS/MMS replacement if I recall correctly. Unless you turn on text messaging on Hangouts by default, I don't believe you'll be able to send or receive through there anyway.
Are you receiving any errors messages when trying to send from Message+?

Yes. It tells me "Failed" for every message I try to send.

Have you attempted to clear the data/cache for that app? You can access it from Settings>Apps>All>Message+>Clear Data.
This will delete all current text messages but may fix your issue.

Cleared data....still failed. Do I need to do a factory reset or something along those lines?

If you've tried other messaging apps such as the mentioned Google Messenger (Messenger - Android Apps on Google Play) with no luck, I would try a factory reset.
