I received a new Samsung s5 last month, over the last 3 days I have been unable to send text or make phone calls. occasionally I will receive a call or receive texts from other people, but every text I send comes back failed to send, and when I try to make a phone call I receive a siren sound (like it should be a busy signal, but it's a siren). Has anybody else had this problem and what can I do to fix it? I have already tried resetting the phone, turning the phone off for 10 seconds or more, removing the battery,checking for upgrades, and searching all over the internet for a solution.

I would try a new SIM card. You can get them for free from a corporate Verizon Wireless store.

I had a new one put in yesterday, they couldn't figure out what is wrong either after messing with it for about an hour or so. I originally was on the phone with a Samsung specialist for about two hours before I decided to just go into my local corporate store. They decided to order me a new phone, hopefully I will have it by Monday 🙂
