I have an S4 and backup assistant sync's constantly even though I have the sync time set to 12 am - 6 am. At least I want it to stop syncing when I am not on wifi.

Remove backup assistant, install Verizon Cloud (replacement for BA). Change setting to only allow sync on wifi and at night.

backup assistant or cloud, would be in your settings >accounts. Turn off sync there. I then went into apps and disabled cloud. Only use it to keep copy of my contacts, using droid turbo. I then use OneDrive for pics and videos. Actually has more GB then Cloud/Backup assistant.

Turn off Sync, change all of your contacts to Google, turn on sync for google, use either Google or dropbox for pics and data etc... move everything over to the other cloud, and then disable Backup Assistant as well as disable Verizon cloud.

Thanks everyone. I didn't realize it was cloud that was doing the constant backup. I changed the settings and it is now updating at night as requested. Thanks again for your help!
