Wonder if I program I added did this?
I downloaded a bunch of apps. Some good, some not. Anyway, If I have an application, such as mail opened in landscape mode, then turn the Eris to portrait mode, the application display gets a bit smaller, rocks back and forth, as to level itself, then opens to the correct size.
This happens going both ways
I don't remember this happening before yesterday, as the Eris is 3 days old.

You have installed Spare Parts and turned on fancy rotation animation. This is a feature that is only available on Android 1.5 and can only be turned on via a 3rd party app like Spare Parts..

There is a delay built into the phone.
It can't be instant or it would kill your battery. Can you imagine having your screen unlocked and your moving around, waving your hand, putting the phone down, talking, or whatever... the phone would be refreshing constantly and the processing required to refresh like that would drain the battery very quickly.... the delay is there to protect the battery from unintentional movements.
