You could try removing the sim card for a minute and reinserting. What does it say when you try to send one? It sounds like text might not be active. You should be able to start a chat session and verify it is to rule that out as the issue. My hot spot wasn't working even though it's free with more everything and I found out it had been blocked for some reason, but only on one line and not the other.
