Droid Charge - Pressing dial takes 1 minute to actually dial the phone

I have a Droid Charge.  When I press dial (phone app or contacts), it goes to desktop and sits there for a minute and then the phone app (re)starts and it makes the phone call.

As I am in a big city, is there a way to tell if the cell network is clogged and it's waiting in a queue, or is there something wrong with my phone?  Incoming calls seem to work fine, but they would probably have priority in such a situation (that's what I'd design as an engineer.)

Is there a "how clogged is my cell network locally with estimated time of wait if I dial" app?

You ask a great question, Hoggles. We want to make sure that you get to make your calls as quickly as possible. It sounds like your phone is running slowly and sluggish. That is why it takes a little bit to make the phone call. It does not have anything to do with the network. You can clear your phone application cache by following these steps http://vz.to/1t3Lllh.

This did not solve the problem.  Also, sometimes the screen goes black during a call (shortly after connecting) so I cannot enter numbers (as in "please press 2 to do xyz") or even hang up.  I must hard-reset to end the call.
