I can download form the market but then it gets stuck on the install. It never completes an install

You need to go to Menu>Settings>Applications>Manage Applications>All Tab and find the market click on force close then clear data and clear cache.  Then reopen and see if that does it.  Make sure your on the latest version of 3.3.11.  If not you can download it here http://goo.gl/SdTKL :smileyhappy:

Also if this doesnt work then try mounting sd card on pc and delete smdl2tmp1.asec file from SD Card / .android_secure directory..
