I have a Samsung Galaxy S3 and my signal strength stays around -113dbm and 91 asu, this is while indoors and outdoors. I thought it might have been becuase of my sim card so I got a new sim card and it still stays around the same numbers. My phone will say 1x, 3G, and 4G and they all will have the same signal strength.
I'm sorry to hear you're having signal issues in your area Kathleen95. Whats your zipcode ? Have investigated the area for you yet via a trouble ticket? Does your phone have the latest software?
