Verizon had nothing to do with that clock app. It was put there by the OEM.

No, even if the app was provided by the OEM, Verizon chooses everything that is actually loaded on the phone. And it is specifically Verizon who decreed that none of the apps that they choose to load can be deleted.

I would guess if you looked any other Samsung android phone (like the Note 2, S3, etc.) on another carrier, they will have the same clock app on it.
