I've had Stratosphere for a year now and have the same charging issue you describe. Its obviously a design issue with the phone as I see hundreds of complaints online for the same issue; you get home at night, plug it into the wall charger and it beeps to acknowledge that its plugged in and charging. You unplug it in the morning and it initially shows full charge but the actual charge can vary from a few percent to 100%. with no rhyme or reason. Sometimes it seems to charge to a certain level and then sit there. I've tried everything - new cord, new battery, even a replacment phone (thanks Verizon!)...but the charging issue will still show up at some point. Strange thing is that the car charger works perfectly. Also tried a full reset, etc. I'm trying a different charger (non Samsung) next.......
