You can use family base, as mentioned above, but it does cost $5 a month.
Some phones have the feature within the device, what phone does your kid have?
On the S5 you go to settings>data usage>limit mobile data usage and then use the graph below to select the amount. Keep in mind you'll want to have a buffer; all data isn't reported instantly so if you limit them to 2GB, but they use it pretty consistently it wouldn't be hard for them to reach 3GB by watching movies etc. Data can take hours to be reported.
If you use the phone feature, it's easy for the child to just turn it back off again, so this is assuming you have a child that obeys rules.
