Is this even possible? Or is it possible, but it's just that system mods have to be done? I'm thinking this because most contributors here have either suggested or have been told to re-seat a SIM before to correct connection issues. Obviously, an app won't reseat a SIM as that is a physical act, but what about an apps ability to do essentially we used to do when we dialed *228?

Basically, SIM card programming is the process of writing code instructions for operation to a Smart Card. SIM cards are smart cards with a chip embedded. They are mini computers which require instructions in order to operate and can be flash by the correct software or app. I have seen software programs at work that will allow you to flash or re-flash a card.

I was thinking more along the line of simulating a SIM card pull instead of having to take off cases and all that other fidgeting. Kind of like when we could simulate a battery pull way back on Froyo and GB.
