Who to contact for issues with a single tower?

Having issues with a SINGLE TOWER dropping me into ROAMING randomly.  This started right after I saw a very tall crane next to the tower.  I have no such problems when out of range of this ONE tower.  Lots of driving and examining signals convinces me it's a single tower issue and is happening on my 2 phones.

Got a response to my ticket:  they claim the network is running fine and all's well.  INTERESTING that this is the claim while at the same time, the problems disappeared -- for now?.  Turns out the tower where I saw the crane is a USCellular tower.  All my driving around with various signal analysis apps showed that this tower was at the center of the issue.  My suspicion is that this tower was interfering with Verizon's signal.  Still haven't heard back from the FCC -- they should consider rule changes to allow non-customer cell phone users who are impacted to report such issues...

Contacting the FCC is a great option.  I've done this before.  Hopefully you get this resolved.
