Verizon is throttling but they denied it, am I right?

Verizon denied throttling my speed but I know they did?  I have unlimited data and only used like 7 GB, the last 5 days of my cycle, my internet LTE is avg .20 Mbps.  I've called but they denied it.  Asking me to do a factory reset which I denied because I put in another sims card at the VZ store and it works just fine , suddenly today my new cycle begins and getting 30Mbps on the same spot that I've been testing.  What can I do?

FYI, I was about 7.7GB when the throttle started.
