I don't know what's going here in Napa but our 4G service has been averaging less than 1MB per second download all the time. I have tried all over town, asked others with the different devices, even made the Verizon Store run speed tests on their phones.
I thought it was my phone(Galaxy Nexus), but I just received my iPhone 5 today as an upgrade with the same results. This has been a problem for ver a month now.
If things don't improve, the phone is going back before 14 days and I'm cancelling my service.
