I have the same problem. First I got the WMC604 error and then I did connect but it said "Local Only" and would not go to the internet. I spent 4 hours on the phone with Verizon and then went to the store and got a new SIM card. That didn't work either. Now what do I do??

I also live in a 3G area and Verizon prompted me to upgrade to 4G and I did and now I always have connectivity issues. They won't let me go back to 3G! Now what do I do?

i tried this to no avail. Like others, I have several of the same card for my business.. Novatel USB551. All 6 of them work in VZAccess, installed the firmware, connect to WWAN just fine. But this one card gives me the error message mentioned here. WMC604. Using latest version of VZAM (Oct12,2012).
Is there any way to "reset" one of these cards? Or to check the current firmware on the device?

I can only imagine your frustration and want to help get this resolved.
How long have you had this issue with that device? Have you had the SIM card replaced?
I suggest taking into a store for a hands on evaluation. They can also try a new SIM card to see if that helps.

I had the same problem reported in this thread and tried all of the suggestions in these messages; none worked. (However, the power mgmt suggestion solves a 'different' issue if you use WIN7.)
In our situation we have 20 USB551L 4G aircards. About half of them work straight from the box. The other half get error messages of either WMC104 or WMC604. On occasion these aircards will connect once and then never again. I have spent hours on the phone with multiple levels of Verizon tech support. I've replaced the SIM cards. (Additionally, I placed the SIM cards into an aircard that worked and - low and behold the SIM was not the problem.)
After reading this thread and going through the diagnostic screens, ready to give up - I noticed that the APN listed under 'Preferences / Connect' in the VZ Manager (most current version) was set to “vzwinternet”, the default for our area but not the same APN I noted on the working aircards. I plugged in one of the working USB551 aircards and copied the APN, then added it to the APN field for the non-working aircard. That is ALL I did and the thing has been connecting ever since. I tried this on 3 others that were inop - all are working.
Additionally, on the aircards I tested against, the error can be duplicated by selecting the ‘restore default’ button.
So for what it's worth - here is another thing to try if you have the luxury of a working USB551 in hand.

I went to device manager and disabled the regular 10/100 network adapter. As soon as I did that, it was working perfectly!
(I realized that I could have disabled it from network connections as well)
