Didn't realize they were so expensive in the UK, 529, 599, 699 pounds for the fully unlocked version from carphonewarehouse. Definitely worth trying to buy off contract from VZ!

I have a feeling it will be locked. I believe it will follow the same unlock rule with other devices. Must be a customer and must have at least 2 months of service paid in time before they even consider unlocking.

I'm not so sure! The phone, at least with contract, comes out-of-the-box unlocked for all networks, including US GSM, (which even unlocked are not accessible to Moto Droid phones). Maybe I'm cynical but I doubt if this was a deliberate decision by Verizon, more that the locking code wasn't enabled (as with the ICS update on many phones). So they would have to do something special to lock it on month to month and I doubt if they will or perhaps even could.

Well they say right now the ones for contract come unlocked straight out of the box

They are locked to that specific carrier and you must meet their criteria to unlock them.
Apple.com says:
Your iPhone will work only with the carrier you choose.
Now if you buy the unlocked one when Apple makes it available it will not be carrier specific in the states, and it does not work on Verizon or Sprint. It's no different than the iPhone 4S.

Except that it is different! Look at the various threads here and elsewhere. The Verizon version, for whatever reason, is GSM unlocked out of the box.
