The notifications will not pull down. Others have this problem? Has a fix been found?

I extensively researched this trouble and was unable to find other users with similar difficulties. I suggest first trying to reboot your phone by holding down the Volume Down button and the Power button at the same time for 15 seconds. This is like a power cycle on your phone. If this fixes the trouble you know that there was too much running on your phone at once causing the trouble. Too much running at once can be fixed by using the Task Manager. Which software are you on so we can send you the details for the Task Manager?
