For three days now, the download icon is being displayed showing that something is downloading. When I pull down the menu to find out what it is I see" Download suspended. Will resume shortly...." I went to the store yesterday and they did a soft reboot and I got a "Download will start in Wi-Fi/Off peak hour" followed by the "Download suspended. Will resume shortly...." message. The tech at the store said it was probably a system update that needed a Wi-Fi connection. So I logged onto a friend's Wi/Fi BUT the "download" activity stopped - for the entire time I was connected to Wi-Fi (about 2 hours). Once I was out of range of that connection the download icon again displayed like it was trying to download. So when I got home, I logged onto my home W-Fi and left it connected overnight thinking "Off Peak" hours had to be sometime between midnight and 6am. Well, that didn't work and as soon as I turned off the Wi-Fi connection the download icon popped back up looking like it was trying to download.
If it says it is waiting for Off-Peak hours, what are they and if it says it needs Wi-Fi, how come when the phone is connected to W-Fi it doesn't appear to want to download? Very frustrating! Any ideas, suggestions would be very much welcome. Thanks!

Have you checked your data/power management settings under the main phone settings?

Verify that Menu>Settings>Data Manager> Data enabled and Background data are checked and Data Saver is not.
Next go to Menu>Manage Apps>All and clear cache and data for your download programs (Play, Amazon, your web browser - whatever you use that might be trying to download.)
Then do a forced reboot - hold the Power and Volume Down buttons both for about 10 seconds. This simulates a battery pull, you will not lose any data.
If that doesn't work, try booting in Safe Mode and seeing if that works. If not, I would try a Factory Reset. You will lose data with that so be sure you back up first.

I have had the same issue or it sounds like the same one on my Razr. What it was on my razr is the motocast is it is trying to syc your files to motocast from your computer. If you log into the webite it will quit or it did on my computer.

Thanks for posting. It can be rather maddening. It's good to know what worked for others because maybe it will help. There probably isn't one issue so the more things that work that we can identify the better.

Well, thanks for all the suggestions! My experience with this phone is very limited as I was a Crackberry addict for a long time before going to the Droid so I was at a loss on how to figure this one out. I ended up at the store again where two guys tried everything they knew plus they actually came to this forum and saw my post so I think they tried all that stuff too. Unfortunately they had to wipe my phone in order for the system update it had been trying to download actually would download. Sheesh! Now, unfortunately, something with the update has caused the corporate sync not to work. I almost want my Blackberry back because I do so much email!!!! I'll make that a separate post to see if I can get that fixed too!

I am experiencing the same exact problem with My Razr. "Download will start in Wi-Fi/Off peak hour".
When I connect to my Wifi at home the message changes to "Download suspended. Will resume shortly....".
I cleared the Downloader cache, reboot and the problem persists.
I have a feeling that the new OS that Verizon released is causing this problem.
I believe that the factory reset might fix the problem but it will cause other problems as reported on this thread.
I am calling Verizon tomorrow to ask them to stop pushing their update.
Also, it seems that this Download problem is draining the battery on the phone so that by 2 PM the batter is dead.

RAZR 912
My phone hung during the install of ICS. After several hours of the same screen, I had to Hard Reboot the phone. It showed that installation was complete but MANY functions wouldn't work, many error messages too. After trying many things I wound up flattening my phone to factory settings and re-installing from the ground up. Now everything is mostly back to normal, still some settings to tweak to get my battery life back up to the 15 - 18 hours I had with 2.3.6 but otherwise working fairly good.
I'm thinking that a re-install may be THE answer to most of the upgrade issues.
