Free Incoming Texts?

I just have a simple question - If you are not signed up for a text plan, and someone sends you a text message, do you get charged? Are incoming text messages free, or what is the cost without a talk&text plan?

Without a texting plan, texts are 20 cents, incoming and outgoing, and 25 cents for picture messages. You will get charged for all messages sent and received.

You can block all texting from your line, and avoid charges that way.
