I was recently on a cruise, and I could look at the signal available on my phone to know if I could text or not without being charged.
We have unlimited texting, and if I had any 1X signal, or EV and 1X (Extended network, or not), then I could text, call, send pics (only when I had EX signal for pic messaging) and know I was on Verizon's network and there was no additional cost. This was the case in 3 of the 4 port cities we visited.
Once we left port and were at sea, my signal switched and was either "Roaming" or NO signal at all. If my phone said Roaming, I shut it off until we were back in port, because I knew I would get charged.

I went on a cruise too back in 2009. Went over sea's on a cruise to Egypt, Turkey and parts of Greece. I only turned on my phone once or twice just to see if I would get service. I remember I was roaming but a bunch of text messages came to my phone from my friends.
Sometimes it may be better to get a prepaid phone while your away over sea's. Just add money to the phone for messaging of calling before you leave.
