I am trying to recover deleted texts from a few days ago however the text came from a number not in contacts and I don't have iCloud or iTunes back up. Can I look up the number via my Verizon bill or another way without 3rd party app?

If the texts were sent as iMessages, they won't appear on Verizon's text logs since those go through Apple's servers and not VzW's. But to view text logs, this may help:

Verizon would only have access to the message contents provided a court order. Verizon can show you how to access the time and number the text came from but not the actual message content itself.

If they were iMessages, you can log into your iCloud on another Apple device such as a mac or an iPad and open iMessages and it should load all of your old messages.
