Up until just a couple hours ago I could hear and talk on my LG Cosmos Touch, now when I make an outgoing call I cannot hear the person on the other end and they can't hear me. My phone still rings and makes noises like it is supposed to, Can anyone tell me why or what is going on?

I feel your pain; I would be very concerned if I could not hear the people I call. This audio issue may get resolved by removing the phone's battery for 30 seconds. Please try and let us know if issue continues. We want to know that you have a functional device.

Do you have a Bluetooth device connected to the phone? Is the Bluetooth device turned on? If so, turn it off. Could be your Bluetooth device is answering the calls and the sound is going to the Bluetooth device. This is why your phone works on speakerphone setting and you still get texts, but cannot hear a call through your standard speakers.
